Experts say that the government's repressive judicial system, which instead of providing rehabilitation tends to imprison drug suspects, is causing massive overcrowding with 183,000 prisoners detained in 477 penitentiaries that are designed to accommodate 118,000. Rich corruption convicts meanwhile, who likely got their wealth by stealing from the public purse, enjoy a wide range of special privileges such as private cells with air-conditioning, TVs and cell phones, conjugal visits and even weekend furloughs.
