Jakarta – In a press statement issued by the Indonesian Human Rights Monitor (Imparsial), which was presented by Imparsial program director Rachland Nashidik on Friday September 13, [the organisation warned that] legalising the permanent role and powers of the Indonesian armed forces (TNI) in Law Number 15/2003 on the Elimination of Criminal Act
Jakarta – The government has acknowledged that one of the intentions of the revisions or amendments to Law Number 15/2003 on the Elimination of Criminal Acts of Terrorism is to give a role to the Indonesian armed forces (TNI).
Jakarta – The forced relocation of a population, as has occurred in Aceh, can be viewed as a crime against humanity. Therefore the regional emergency military command (PDMD) must avoid relocating populations forcibly.
Jakarta – It is hoped that society will be on its guard against the possibility that Regional Representative Assemblies (DPD) will not become an platform for “old” politicians to make a come back.

Banda Aceh – At least 319 civilians have been killed, 108 disappeared and 117 others have been wounded since the military emergency in Aceh came into force on May 19.
Jakarta – Indonesian armed forces (TNI) chief General Endriartono Sutarto has stated that the TNI is considering extending the integrated operation in Aceh until the 2004 general elections.
Lhokseumawe –- The chairperson of the National Human Rights Commission (Komnas HAM), Abdul Hakim Garuda Nusantara, has said that that the Komnas HAM Ad Hoc Team for Aceh will investigate [a recent] report about 100 Acehnese women who have been raped, [saying that] if this has actually occurred, then gross human rights violations have occurred.
Jakarta -- The reform movement which has the principle aim of eliminating corruption, collusion and nepotism can no longer be left to the large political parties who obtained significant votes in the 1999 general elections. After almost five years in power, not one objective of reformasi has been carried though by the big parties.

Bagus Kurniawan, Yogyakarta -- In the aftermath of the violent clashes between Papua citizens as a result of the creation of the new province of Central Irian Jaya, Papua students in Yogyakarta have called for the [decision to] divide up the province of Papua be immediately annulled.
Jakarta, Kompas -- The accusation that particular members of TNI [Indonesian armed forces] have committed rapes has surfaced again.

Jakarta – After having previously taken a soft position [on refugees] and stating that it will give temporary residency permits to hundreds of Acehnese asylum seekers in Malaysia, yesterday, the Malaysian Foreign Minister, Syed Hamid Albar, did an about turn and issued a strong statement [on the issue].
Rizal Maslan, Jakarta – On Monday August 25, the National Human Rights Commission (Komnas HAM) sent a letter to President Megawati Sukarnoputri requesting that G30S/PKI(1) political prisoners who are innocent be rehabilitated. The matter was in reference to considerations made by the Supreme Court to provide such rehabilitation.
Jakarta – The National Human Rights Commission (Komnas HAM) is of the view that the integrated operation which has continued for three months in Aceh has been characterised by far too many violations of human rights and humanitarian laws.
Maryadi, Jakarta – The Committee to Guard against the New Order (Komite Waspada Orde Baru, KWOB) has put forward 10 conditions for presidential candidates for the period 2004-2009. One of the conditions is that a presidential candidate does not come from one of the New Order [regime of former President Suharto] political parties.
Jakarta, Kompas – Even though Aceh problem has yet to be resolved, the Indonesian military (TNI) is now categorising the province of Papua as a trouble spot [because of efforts] to separate the province from the Unitary State of the Republic of Indonesia.
