[The following is an abridged translation of a statement issued by the People’s United Opposition Party (POPOR) on October 7 following the announcement by the Department of Justice and Human Rights that the party had failed the verification process to be legally registered as a political party.

Jakarta – The New Order regime [of former President Suharto] which was brought down by the wave of demands for reformasi in 1998, is returning to power though the 2004 general elections.

Dikhy Sasra, Jakarta – Around 100 people from the group Solidarity for Aceh and Papua protested rejecting militarism at the offices of the United Nations, the Ministry for the Coordination of Politics and Security and the Presidential Palace.

Heru Margianto, Jakarta – A number of political and economic figures launched a new political organisation at the Hotel Aryaduta, Jakarta, on Thursday September 18. The new organisation which is named the Preparation Committee for Movement Indonesia (Komite Persiapan Pergerakan Indonesia, KPPI) is headed by economist Faisal Basri.

Jakarta – In order to resolve the conflict in Aceh there must be a new political party which does not have the mentality and methods of the New Order [regime of former President Suharto]. This new political party must have a concrete and clear agenda to resolve the Aceh problem and at the same time the problems of the Indonesian nation.

Jakarta – Revoking the status of a military emergency in Aceh is a prerequisite for holding general elections in Aceh. If not, it will be difficult to hope for quality elections.

Jakarta – In a press statement issued by the Indonesian Human Rights Monitor (Imparsial), which was presented by Imparsial program director Rachland Nashidik on Friday September 13, [the organisation warned that] legalising the permanent role and powers of the Indonesian armed forces (TNI) in Law Number 15/2003 on the Elimination of Criminal Act

Jakarta – The government has acknowledged that one of the intentions of the revisions or amendments to Law Number 15/2003 on the Elimination of Criminal Acts of Terrorism is to give a role to the Indonesian armed forces (TNI).

Jakarta – The forced relocation of a population, as has occurred in Aceh, can be viewed as a crime against humanity. Therefore the regional emergency military command (PDMD) must avoid relocating populations forcibly.

Jakarta – It is hoped that society will be on its guard against the possibility that Regional Representative Assemblies (DPD) will not become an platform for “old” politicians to make a come back.

Jakarta – Foreign Affairs Minister Hassan Wirajuda has stated that the government is continuing to monitor the possibility of support from a number of countries in the Asia Pacific region for a group of people in Papua who have ideas of Papuan independence, separating from the Republic of Indonesia.

Jakarta – The Coordinating Minister for Politics and Security, Susilo Bambang Yudhoyono, has explained that the government would not be reducing TNI [Indonesian military] and national police levels in Aceh.

Banda Aceh – At least 319 civilians have been killed, 108 disappeared and 117 others have been wounded since the military emergency in Aceh came into force on May 19.

Jakarta – Indonesian armed forces (TNI) chief General Endriartono Sutarto has stated that the TNI is considering extending the integrated operation in Aceh until the 2004 general elections.

Lhokseumawe –- The chairperson of the National Human Rights Commission (Komnas HAM), Abdul Hakim Garuda Nusantara, has said that that the Komnas HAM Ad Hoc Team for Aceh will investigate [a recent] report about 100 Acehnese women who have been raped, [saying that] if this has actually occurred, then gross human rights violations have occurred.

Jakarta -- The reform movement which has the principle aim of eliminating corruption, collusion and nepotism can no longer be left to the large political parties who obtained significant votes in the 1999 general elections. After almost five years in power, not one objective of reformasi has been carried though by the big parties.

Jakarta -- The Defense Department through the Directorate General of Defense Strategy has admitted that one of the intentions in revising Law Number 15/2003 on Anti-Terrorism is to increase the powers of the intelligence agencies.

Bagus Kurniawan, Yogyakarta -- In the aftermath of the violent clashes between Papua citizens as a result of the creation of the new province of Central Irian Jaya, Papua students in Yogyakarta have called for the [decision to] divide up the province of Papua be immediately annulled.

Jakarta, Kompas -- The accusation that particular members of TNI [Indonesian armed forces] have committed rapes has surfaced again.

Jakarta, Kompas -- The Indonesian government has cited the armed separatist movement in Papua as one of three threats against the perpetuation of the nation’s existence within the Unitary State of the Republic of Indonesia (NKRI).
