Tangerang – The government has officially decided to maintain the state of civil emergency in Aceh which should have ended today. The civil emergency which has limited much of the Acehnese people’s daily lives will be extended for a maximum of six months.

Jakarta – It is hoped that the government can resolve the conflict in Aceh peacefully in the lead up to the end of the period of civil emergency on November 18. Furthermore the government is being asked to reduce the state of civil emergency in Aceh to one of a civil authority.

Ramidi, Jakarta – Indonesian Human Rights Watch (Imparsial) says the policy of implementing a state of civil emergency in Aceh has failed. The policy has only succeeded in creating a regime which is militaristic, corrupt and which has no respect for human rights and a system of democracy.

Jakarta – The Coordinating Minister for Political, Legal and Security Affairs, Widodo AS, has admitted that the operation to restore security in Aceh, as one of five programs which make up the integrated operation under the state of civil emergency, has not been able to fully overcome the problems of separatism in the region.

Nur Raihan, Banda aceh – The commander of the Iskandar Muda Territorial Military Command, Endang Suwarya, says that Aceh needs to remain under a state of civil emergency when the current period ends on November 18. Basically, the security situation which has begun to improve may deteriorate if the status is reduced.

Jakarta – TNI (armed forces) chief General Endriartono Sutarto says that placing TNI headquarters under the department of defense requires maturity on the part of the minister of defense in order that the TNI not be used as a tool of power.

Jakarta – The Coordinating Minister for Politics, Law and Security Affairs, Widodo Adi Sutjipto, says that his office is in the process of putting together a recommendation on Aceh when the state of civil emergency ends on November 18.

Eworaswa, Jakarta – The Aceh Working Group (AWG), a grouping of non-government organisations concerned about the Aceh question, have put forward a three point plan to evaluate [whether or not to extend] the state of civil emergency in Aceh.

Suwarjono, Jakarta – The state of civil emergency in Aceh will end on November 18. Following this it could be extended for the entire province, part of the province or be reduced [to a state of civil authority].

Nur Raihan, Banda Aceh – The prolonged conflict in Aceh cannot be resolved by arms. It is hoped that the new government will seek a fresh alternative to resolve the Aceh question instead of the integrated operation which has been implemented to date.

Yuswardi A. Suud, Banda Aceh – On November 1 a number of ministers from the Indonesian Cabinet of Unity arrived in Aceh to seek input before deciding on whether or not to extend the state of civil emergency in Aceh which will end on November 19.

Jakarta – Two Acehnese non-government organisations, the Acehnese Popular Democratic Resistance Front (Front Perlawanan Demokratik Rakyat Aceh, FPDRA) and the Acehnese Democratic Women’s Organisation (Organisasi Perempuan Aceh Demokrati, ORPAD) are demanding the fulfillment of President Bambang Susilo Yudhoyono’s promise during the election camp

Jakarta – A number of non-government organisations (NGOs) who are concerned with issues of human rights are supporting the Indonesian government’s nomination as the head of the United Nations Human Rights Commission on the condition that the government must first resolve cases of human rights violations which have occurred in the country.

Sunariah, Jakarta – The Acehnese Popular Democratic Resistance Front (Front Perlawanan Demokratik Rakyat Aceh, FPDRA) has rejected a decision by the coordinating minister of politics, legal and security affairs to extend the civil emergency in Aceh.

Flamboyan, Jakarta – The head of the European Union’s Troika Delegation, Bernard Bot, said on Thursday October 28 that they were interested in visiting Aceh and West Papua.

Jakarta, Kompas – The new coordinating minister for politics, law and security, retired Admiral Widodo Adi Sutjipto, says that all of the ministries which are under his coordination will be prioritising efforts to resolve prolonged conflicts in Indonesia such as Aceh and West Papua.

Eka Saprianawati, Jakarta – The inauguration of president and vice-president elect Susilo Bambang Yudhoyono and Jusuf Kalla (SBY-JK) on October 20 will be greeted with demonstrations. As many as 25 non-government organisations (NGOs) and student groups plan to demonstrate calling on SBY-JK to keep their election promises.
