M. Munab Islah Ahyani, Bandung – An activist from Aceh Papua Solidarity (Solidaritas Aceh Papua, SAP) who was arrested and detained in Bandung (West Java) and who is suspected of being linked with the Free Aceh Movement (GAM), is now being processed by the national police headquarters.

Jakarta – Although optimistic, the chief of the Indonesian armed forces (TNI), General Endriartono Sutarto, has said that there is no guarantee that the 2004 general elections will proceed without security disturbances.

Banda Aceh – Since marshal law came into force in Aceh on May 19, 2003, the Banda Aceh Military Court I/01 has handed down verdicts on 90 legal cases involving 120 TNI (armed forces) officers.

M. Rizal Maslan, Jakarta – As many as five student, youth and women’s activists in Aceh have disappeared since February 16. Aceh Papua Solidarity (Solidaritas Aceh Papua, SAP) suspects that they have been arrested by the TNI (armed forces) or police.

Banda Aceh – The Emergency Military Commander in Aceh, Major General Endang Suwarya, has said that they are waiting to see what the government’s decision will be on foreign observers in the 2004 election in Aceh.

Jayapura – Anticipating security disturbances in the lead up to the 2004 general elections, the TNI (armed forces) will increase surveillance in areas which are considered to be susceptible to disturbances by the Free Papua Organisation or the Papua National Liberation Army (OPM/TPN).

Iin Yumiyanti, Jakarta – TNI (armed forces) headquarters has denied it has issued an order to collect data on ex-members of the Indonesian Communist Party (PKI) in the lead up to the 2004 elections. If there has been an order to collect this kind of data it diverges from the duties of the TNI.

Jakarta – The involvement of the TNI-AD (the army) in making the 2004 general elections a success does not represent an effort or ambition on the part of the TNI-AD to extend its role.

Rizal Maslan, Jakarta – According to the Commission for Missing Persons and Victims of Violence (Kontras), the statement by army chief of staff General Ryamizard Ryacudu that there 60,000 foreign agents in Indonesia is nothing new. However this statement reflects an anxiety and unwillingness on the part of the military to be corrected.

Nur Raihan, Banda Aceh – As many as 13,996 TNI (Indonesian armed forces) members and police officers will be involved in securing election stations during the 2004 general elections in Aceh. The type of security which will be employed at the polling stations will be different from other regions in Indonesia.

Kompas – A reexamination, evaluation and refinement of People’s Representative Assembly (MPR) Decree Number VI/MPR/1999 and MPR Decree Number VII/MPR/1999 is being carried out by the department of defense and members of the People’s Representative Assembly (DPR).

Jakarta – In Jakarta on Thursday December 25, army chief of staff General Ryamizard Ryacudu, explained that army intelligence has obtained indications that the 2004 elections will be tainted by disturbances. He gave the example of the 60,000 foreign agents from large foreign countries which are in Indonesia at the moment.

M. Rizal Maslan, Jakarta – Army chief Ryamizard Ryacudu has again said that at least 60,000 foreign agents have entered Indonesia. According to Ryacudu, these foreign agents are linked with a modern war plan to weaken the role of the TNI (armed forces) and to play people off against each other.

Jakarta – President Megawati Sukarnoputri has questioned the motives behind the assumptions which have been made about the organisation of the 2004 general elections which claim they will be susceptible to turmoil and disturbances.

Jakarta – The TNI-AD (the army) sincerely hopes that the 2004 elections will proceed safely, smoothly and orderly.

Jakarta – Human rights violations perpetrated in 2003 cannot be separated from military control, particularly the army. The government of President Megawati Sukarnoputri has not worked as hard as its predecessors, like [former presidents] B.J. Habibie and Abdurrahman Wahid to control the TNI [Indonesian armed forces].

Jakarta – TNI (armed forces) chief General Endriartono Sutarto has asserted that the TNI are not soldiers for hire. Therefore if there are companies which need security services, the companies concerned do not have a contract with the TNI, but with the government.
