Jakarta – A member of the Islamic based Justice and Prosperity Party (PKS) faction in the House of Representatives (DPR), Sukamta, touched on a speech by Indonesian Democratic Party of Struggle (PDI-P) Chairperson Megawati Sukarnoputri during an interruption at a DPR plenary meeting opening the third sitting period for 2021-2022.
Sukamta made the interruption when the plenary session was being chaired by DPR Speaker and PDI-P politician Puan Maharani, Megawati's daughter.
During the interruption, Sukamta stated that the PKS supports the enactment of the Draft Law on Sexual Crimes (RUU TPKS) but that it must include articles prohibiting premarital sex and deviant sex.
"We from the PKS faction do of course very much support the immediate ratification of this draft law, we propose that no forms of sexual violence should be present or tolerated in this Pancasila state, that is a given", said Sukamta at the parliamentary complex in Jakarta on Tuesday January 11.
According to Sukamta, the RUU TPKS must include prohibitions on sexual behaviour which is not in accordance with Eastern culture such as Lesbian, Gay, Bisexual and Transgender (LGBT), and this is in accordance with the first principle of the state ideology of Pancasila, Belief in the Almighty God.
"But we also propose that all sexual behaviour which conflicts with Eastern culture, such as LGBT, which conflicts with God's law, because we are a Pancasila state which believes in the Almighty God, must also be prohibited under this draft law", said Sukamta.
Sukamta then touched on Megawati's speech during the commemoration of the PDI-P's 49th anniversary on Monday January 10 in which she reminded Maharani to pass laws which are in accordance with the 1945 Constitution (UUD 45) and Pancasila.
"Following up on what was directed by Ibu [Mrs] Megawati Sukarnoputri, to whom I apologise, the general chairperson of the PDI-P who we respect, the head of the Agency for Pancasila Ideology Education (BPIP) and also the National Research and Innovation Agency (BRIN) advisory board. Of course your directive [to Maharani] was very accurate, you said that you wanted the DPR if it makes laws for them to be in accordance with the UUD 45 and Pancasila", explained Sukamta.
"We also want the draft law on the elimination of sexual violence not to deviate from the UUD 45 and Pancasila, so we ask that all sexual values, all sexual practices which conflict with the UUD 45 and Pancasila also be prohibited and not be allowed to exist in our country which is Pancasilaist and based on the UUD 45", he added.
Earlier, Maharani promised to approve the RUU TPKS as a DPR draft law initiative next week on Tuesday January 18.
The DPR leadership will immediately follow up on the RUU TPKS having already agreed that it will be a DPR initiative at the DPR's Legislation Body (Baleg) level in accordance with the stipulating mechanism which are in force in the DPR.
"So that next week, God willing, on Tuesday January 18 the RUU TPKS can be approved as a DPR draft law initiative", said Maharani in her speech to a DPR plenary meeting at the parliamentary complex in Senayan.
