Novianti Setuningsih, Jakarta – The latest Kompas Research and Development (Litbang Kompas) survey shows that 62.2 percent of respondents agree with the House of Representatives (DPR) using its right of inquiry to investigate alleged fraud in the 2024 presidential election.
"As part of the DPR's rights, more than half of the respondents (62.2 percent) in the poll stated that they agree if the DPR using its authority to investigate alleged fraud in the presidential election", said Litbang Kompas researcher Yohan Wahyu as quoted by Kompas.id on Monday March 4.
According to Wahyu's analysis, based on the survey, this attitude was not only shown by the grouping of respondents who knew about and have followed the issue, but also by those who did not know about or have not followed news on a right of inquiry.
Conversely, those who do not agree with the DPR using its right of inquiry was 33 percent and those who do not know or do not answer was 4.8 percent.
Litbang Kompas also said that the right of inquiry process by the DPR would not be easy.
"There is a political process that must be gone through even if referring to the number of seats or [political party] factions in relation to the current political constellation [in the DPR], [although] the camp that tends to agree with a right of inquiry controls relatively more seats in the DPR", Wahyu wrote.
The submission of a right of inquiry, according to Wahyu, must meet three conditions if referring to Article 199 paragraph (1) to paragraph (3) of Law Number 17/2014 on the People's Consultative Assembly, the House of Representatives, the Regional Representative Council and the Regional Representative Council (the MD3 Law).
The first requirement is that it must be proposed by a minimum of 25 members of the DPR and more than one faction.
Second, the proposal for a right of inquiry must be accompanied by documents that contain the least policy materials and/or the implementation of the laws that are to be investigated and the reasons for the investigation.
"Third, it must have the approval of the DPR plenary meeting attended by more than half the DPR members and the decision must be taken with the approval of more than half the DPR members that are present", Wahyu wrote.
The Litbang Kompas survey was conducted on February 26-28 using 512 respondents from 38 provinces who were successfully interviewed.
The sample was determined randomly from a Litbang Kompas panel of respondents according to the proportion of the population in each province.
The confidence level of the survey was as high as 95 percent with a margin of error of approximately 4.33 percent in a simple random sampling condition.
